In this briefing, energy industry expert Jorge R. Piñón documents the multiple challenges faced by Cuba’s National Electric System (SEN), including an obsolete and collapsing infrastructure, as well as the lack of maintenance capital and the high contaminating effects of its current operation. Piñón advocates for a decentralized model of planning to rebuild Cuba’s electrical system.
