“At Will” Employment.

The Broward Regional Health Planning Council is an “at will” employer. Consequently, employees serve at the pleasure of the Council without entitlements or “property rights” to continued employment. The employment relationship can be severed at any time by either the employee or the Council for any reason or no reason (except for an unlawful reason). Some positions at the Council are also dependent upon the receipt of grant funding for specified programs. Lack of funding, including curtailment of grant funding can be a cause for the Council to terminate the employment relationship.

Nothing set forth or contained in the Personnel Policies of the Broward Regional Health Planning Council, as it now exists or may in future be amended, shall change, alter or amend the “at will” status of Council employees. No Council manager or officer has any authority to make any arrangement or to make any agreement for employment other than for employment “at will” or limiting the discretion of the Council to modify any conditions of employment.

FLSA Status. Exempt (Salary)

Distinguishing Features. The Health Planner is the journey-level professional health planning position. Incumbents in this classification carry out work assignments with considerable degree of independence and are free to develop their own work sequence within the broad guidelines of policies and procedures. The Health Planner series of classes differs from line administrative and management classifications in that the latter are responsible for program operation and the delivery of services to the community, while the Health Planner series of classes requires a broad knowledge of assigned program areas and expertise in program planning techniques.

Supervision

This position functions under the direction and guidance of the Program Manager. Supervises other staff as assigned.

Examples of Essential Job Functions

1. Works collaboratively with the HIV Health Services Planning Council and the Grantee in the development and implementation of Clinical Quality Management (CQM) Program

2. Assists with planning and facilitation of the Ryan White Part A Quality Improvement Networks

3. Facilitates the development, review and updating of Part A-funded Service Delivery Models

4. Identifies, implements and tracks Quality Improvement Projects (QIPs) to address identified deficiencies

5. Develops, implements, and monitors outcome, process measures, and standards of care for client direct services

6. Reviews QIP findings and formulate recommendations to improve quality of services

7. Develops, implements, and updates the QI Network Work Plans

8. Prepares the Ryan White Part A Grant Application

9. Collects and interprets demographic and health status data

10. Performs qualitative and quantitative data collection and analysis

11. Prepares reports based on needs assessment surveys or specialized research studies

12. Assists in the development and preparation of all annual plans, such as the Comprehensive HIV Plan, CQM Plan as well as system-wide program plans for delivering medical and support services

13. May have responsibility for liaison work with one or more community groups relating to planning and quality management efforts

Knowledge, Skills and Abilities.

 Knowledge of health planning and systems theory; public and mental health programs and trends; developing and evaluating health services; statistical research techniques and applications; fundamentals of data processing; methods of preparing reports; populations, social, economic and policy trends affecting the delivery of health services; structure and operation of public administrations.

 Experience and/or knowledge of quality management or quality improvement is preferred

 Knowledge and experience with HIV health care and social service systems is preferred

 Ability to establish and maintain effective working relationships with the general public, co- workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation

 Ability to successfully manage multiple priorities and projects

 Ability to communicate effectively, both orally and in writing

 Ability to write narrative, technical and other reports

 Ability to conduct research and assess current literature concerning topics related to work

 Ability to apply problem solving skills and make data driven recommendations for action

 Ability to exercises independent judgment

 Ability to work independently and use self-evaluation to inform actions

 Ability to learn and apply knowledge of local community resources and build and nurture collaborative relationships with a variety of partners

 Ability to establish and maintain effective working relationships with individuals of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation

Required Educational Experience and Training.

Requires completion of a Master’s degree with major course work in public health, public health administration, public administration, business administration, epidemiology, health or mental health sciences or a closely related field. Requires experience in planning, research or evaluation or an equivalent combination of training and experience. Requires proficiency in Microsoft Office (including Excel, Word, and PowerPoint).

Other Requirements.

 Satisfactory local and level II background screening

 Valid State of Florida Driver’s License with appropriate insurance coverage

 Access to reliable transportation and use of a cellular phone
